Introduction

Health, Education, Agriculture, and Rural Development Organization( HEARDO)

HEARDO is a women- and youth-led non-profit organization established in 2018 in Afghanistan (Ministry of Economy Reg. No. 4354), dedicated to promoting equitable opportunities, social inclusion, and resilient communities. The organization addresses the complex challenges faced by marginalized populations, particularly women, girls, and youth, in fragile and high-risk environments.

Guided by principles of empowerment, participation, and accountability, HEARDO combines community-based approaches with service strengthening to reduce vulnerabilities and build sustainable capacities. The organization promotes the meaningful participation of women and youth in decision-making and supports their leadership in social cohesion and local development initiatives.

HEARDO holds active membership in key humanitarian clusters and coordination networks in Afghanistan, including the Health Cluster, Education Cluster, Protection Cluster, Food Security Cluster, MHPSS Working Group, and RMNCAH Technical Group. The organization also engages with cross-cutting platforms such as Accountability to Affected Populations (AAP) and the Gender in Humanitarian Action / Gender Coordination Group, ensuring that its interventions align with national priorities, humanitarian standards, and sectoral strategies.

With robust safeguarding, PSEAH, Do-No-Harm, conflict sensitivity, and responsible data management policies, HEARDO implements inclusive, community-driven programming that strengthens resilience, improves well-being, and creates sustainable pathways for women, youth, and marginalized communities across Afghanistan.

HEARDO Programs

HEARDO has established a strong and trusted presence at the community level, working with vulnerable and underserved populations in different parts of Afghanistan based on needs and access. As a women- and youth-led organization, HEARDO implements integrated, multi-sector programs through a combination of partnerships, self-funding, community contributions, local donations, and support from individual philanthropists. Its interventions span health and nutrition, including maternal, newborn, and child health and IYCF; education through community-based and non-formal approaches; social mobilization and community engagement; protection and gender-based violence prevention; WASH; and livelihoods and microenterprise development for vulnerable women.

Building on its technical capacity and community-centered approach, HEARDO has successfully delivered both humanitarian and development-focused initiatives, including health and nutrition services in hard-to-reach areas, awareness and behavior change programs, and targeted support for women, children, and at-risk groups. The organization works closely with community members, local leaders, and volunteers to ensure that interventions are inclusive, context-specific, and responsive to real needs. Through this approach, HEARDO contributes to strengthening resilience, promoting social cohesion, and advancing sustainable, locally driven development outcomes.
